History:
Overall, not much history is known about Havoc besides the supporting theory that he was ex-special forces and that he's a highly adaptable close quarters combat specialist. Regardless of these claims, he makes it a point to stay out of the spotlight, which may suggest a hint of reluctance for said title, perhaps to avoid becoming the next Colonial Watts. What is known about the suspect is that his military operations are described as “short and loud,” and based on his MO, he never stays in one place for long, so it's considerably difficult to pick up a pattern in which he operates.
He is also not above going after the families of his enemies, proof of this was Jessica Maraldo, fifteen year old daughter of Captain Thomas Maraldo, who commanded the UNSC 'Glory Ahead', until it's hijacking some time ago. Shortly after his arrival on Reach, plans were put into effect to steal the Charon-Class Frigate from beneath the planetary forces noses. Havoc sent a small team of masked men to apprehend Jessica while she was coming home from school during a traffic stop, pulling her right off the school bus before she even reached her family's apartment in New Alexandria. The bus driver was shot and killed when he attempted to interfere, and Jessica's companion Carly Gray watched helplessly, supposedly in shock as her friend screamed for help. The suspects escaped down an alley way before entering a van, speeding off where they soon disappeared.
A day passed before a private message was sent to Captain Maraldo, displaying his daughter tied and blindfolded in a chair, pleading for her father to help. Havoc pressured him into not telling anyone about the kidnapping, stating he "could not guarantee his daughter's safe return if others were to be involved." A few days passed, and the ship came in, landing at a dry dock for a maintenance routine as supposedly there was a problem with the ship's on-board computer. A few caches of weapons (Mixture of small arms, heavy weapons and explosives) and supplies were brought on board, personally authorized by the Captain himself. Most of the crew was dismissed to unexpected leave of absence, with the exception of essential personnel. After several hours, with most of the crew and dock personnel off duty, URF troops stormed the base and seized the desired cargo, five Hyperion-Class Nuclear Warheads and an unmarked unit of cargo. Havoc delivered Jessica personally to the bridge of the Glory Ahead, allowing them both safe passage off the ship, and narrowly avoiding the arrival of UNSC reinforcements before taking off. Anti-Orbital weapon batteries were sabotaged with improvised explosives, likely being the work of one of Havoc's accomplices, Vulcan Wilde, a Reach-born anarchist with an affinity for mayhem. The URF escaped the atmosphere and jumped out of the system. Captain Maraldo was arrested and is currently facing charges for conspiring with known terrorists. While on board the UNSC Glory Ahead (Redubbed the RFV Severance), he tortured two UNSC Marines and an Orbital Drop Shock Trooper for information regarding an unmarked cargo unit before giving them to Insurgents on Arcadia, presumably in exchange for supplies.
The following events are considered the most recent in Havoc’s activities. The conflict on Arcadia was on a steady increase for the worst when smugglers in the URF began hand delivering weapons to local insurrectionists from off-world. The UNSC Navy intervened, stopping ships for searches and eventually bringing illegal weapon imports to a halt. However, when a member of the Arcadian Colonial Board of Directors was assassinated in a car bombing, it was only fuel to the fire.
A few days after the event and with a city in a state of martial law, two improvised Warthog APCs stormed through the front gates of the Arcadian Patrol HQ and a small platoon's worth of URF troops engaged with law enforcement. AP Chief Harold Ford was severely wounded by an M6 series magnum carried by a figure clad in ODST body armor, presumably Havoc. The URF attackers proceeded to loot the armory, stealing several crates filled with firearms and body armor then disappearing into a canal tunnel that lead under the city. It’s currently unknown as to how they escaped, but it is speculated that many fires were deliberately started around the city to divert first respondents away from the ACPD Headquarters before the attack, also regarded to be Wilde's doing.
Two months later, the Arcadian Colonial Correctional Facility was attacked by URF terrorists, utilizing military tactics and thermite charges to get through high security areas within the prison. Upon reaching the command center, they gave open access to all cell blocks then left the same stolen crates from the raid on the police HQ months prior for the prisoners to pick through once the riot concluded. It’s no secret that many of the prisoners held at the ACCF were affiliated with local rebel groups or were known sympathizers. Warden Theodore Cole was found dead in his office after the prison was abandoned, killed by several stab wounds in the torso. Whether he was killed by Havoc himself, a URF terrorist under his command or simply a rampaging inmate, is currently unknown as most of the prison security recordings were destroyed during the initial assault. Havoc's current whereabouts are ultimately unknown, though after the RFV Severance was briefly spotted near Jericho VII, Intel suggests he took a team with him to the colony of Actium.
